英文摘要	陈川慜,中山大学政治与公共事务管理学院副研究员,哲学博士。; 【中文摘要】现有评估议会权力的指标体系都有一定的局限性。在借鉴现有评估议会权力的指标的基础上设计的“地方人大监督力指数”的指标,可以较恰当地评估地方人大对“一府两院”的监督力度。基于该指标,对2012年全国各地市级人大监督力度的评估和统计分析发现:人大监督存在地方差异,经济发展水平、人大的任期年度和立法权的类型对市级人大的监督力度产生了显著的影响。 该指标也可用于了解不同地方的人大监督工作的得失,促进地方人大之间的竞争和人大监督权的发展。 【Abstract】All existing indices on parliamentary power have their limitations. As such, drawing upon these indices,an index named the “Supervisory Power Index of Local People's Congresses (LPCs)”has been designed for evaluating the power of LPCs' supervision of administrative and judicial organs. Based on the index, the author of this paper assesses the supervisory power of municipal PCs in China in 2012 and finds that the index of municipal PCs is significantly affected by the level of local economic development, the tenures of the membership of municipal PCs, and the type of their legislative power.
