英文摘要	洪世键，厦门大学建筑与土木工程学院副教授，经济学博士。; 【中文摘要】大都市区政治碎化，一直是困扰西方特别是美国大都市区发展的重大问题。传统区域主义理论认为，解决政治碎化带来的一系列政治经济问题的出路，就是建立具有独立权威大都市政府结构。大都市政府一般是指大都市地区政府的结构或制度安排，根据政府的层次以及权力在不同层次政府间的分配，可以分为单层和双层大都市政府结构两种类型。在学者和政客的共同推动下，20世纪中期大都市政府改革在西方大都市区付诸实施。在经历一段时期的低潮之后，20世纪80年代之后大都市政府改革在西方社会得到复兴。以科层体制为基础的大都市政府，对于推进中国大都市区治理改革具有一定的借鉴意义。 【Abstract】 Political fragmentation in metropolitan areas has been a big problem besetting the development of metropolitan areas in the west，especially in the USA. The traditional Regionalism asserts that an effective approach to resolving a series of political and economic problem resulting from political fragmentation is to set up a metropolitan government with independent authority. By metropolitan government is meant the structural and institutional arrangement in metropolitan are-as， which can be classified into two types， i.e. single-level and double-level metropolitan governments depending on the level of the government concerned and its intergovernmental power distribution. In the west，reforms of metropolitan governments were implemented through the joint efforts of scholars and politicians in the middle of the 20th century； such reforms，however，suffered a slowdown but were revitalized in the 1980s.
