| 英文摘要 | 摘要 新型农村合作医疗，简称“新农合”，是指由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度。建立新农合，是从我国基本国情出发，解决农民看病难问题的一项重大举措，对于提高农民健康水平、缓解农民因病致贫、因病返贫、统筹城乡发展、实现全面建设小康社会目标具有重要作用。 由于新农合参保的主体是广大农民，而农民流动性较大，在因病就诊时，很多时候是在外地的医院就医，但是现有的新型农村合作医疗系统又只能实现在本县内实现直报，农民在外地就医时无法实现直报直销，需要先垫付医药费再回到本县农合管理中心报销，从而大大增加参合农民的经济负担。为此，需要有一...; Abstract The new type of rural cooperative medical system, referred to as "new rural cooperative medical system", refers to the rural medical assistance system, which is organized, guided and supported by the government.
