| 英文摘要 | 近年来，政府公共关系活动越来越受到重视。一方面是由于我国经济社会飞速发展导致各类公共危机集中爆发；另一方面是社会公民的权利意识不断增强，自身利益诉求越来越强烈，直接导致社会管理难度越来越大。地方政府发现依靠过去单纯的管控措施已经无法适应当前形势，必须要与公众沟通，争取理解，才能顺利推进社会事业发展。而政府公共关系就是政府与公众沟通的必要途径。 县级政府承担着当前国家管理体系最末端、最基础的管理职能，社会管理的压力最大，但其执政、管理、服务水平又直接影响了政府在社会公众心中的形象。县级政府十分需要开展政府公共关系来塑造政府形象，但能力有限，既缺乏人才、资源等要素，又缺乏理论指导，往往无所适从，...; In recent years our country has been paying great emphasis on government public relations activities.
