英文摘要	随着城镇化的发展，地下水资源的利用程度加重，城镇地下水污染问题愈来愈严重，地下水污染因其隐蔽性未能引起足够的重视。目前，我国初步建立起以单行法和地方立法为主的水资源保护立法体系，为我国城镇地下水污染的防治提供了一定的法律依据，但是也凸显了法律规定的不足。本文通比较分析我国地下水污染防治立法及实施现状，指出立法的滞后、管理体制不健全等问题，在借鉴国外发达国家防治地下水污染经验的基础上，提出完善我国城镇地下水污染防治法律制度的建议。 本文共分为四章。 第一章对我国城镇地下水及污染状况进行概述，包括地下水与地下水资源概念分析，城镇地下水污染的现状分析及地下水污染防治的必要性。 第二章分析我...; With the development of urbanization, the utilization degree of groundwater resources increases, urban groundwater pollution problem is getting more and more serious, Few attention had been drawn to the groundwater pollution because of its concealment.
