英文摘要	官员治理的效率和质量是影响经济发展的一个重要因素。作为有中国特色的政府治理制度,官员交流改变了什么？目前,官员交流对政府财政支出偏好、地区经济差距以及长期经济增长等的影响的研究仍处于空白阶段。通过对1995-2009年省级官员交流的数据进行分析,发现官员交流作为一项政府治理制度受制于“行政集权“与“财政分权“的制度环境。在我国现阶段,官员交流能促进长期经济增长,但不会改善地方经济差距状况,其中平行交流比垂直交流官员的促进作用更强,省委书记交流比省(市)长的作用更突出,书记交流的水平提高1%,基本建设支出比重提高0.197%,地区经济差距提高0.09%,长期经济增长率提升4.5%;研究进一步发现,书记任期对地区经济差距的影响呈u型特征,对支出偏好和长期经济增长影响不显著。发展是硬道理,长期经济增长是发展的核心,支出偏好和地区经济差距是增长过程中存在的问题。从这个意义上讲,可以通过加强官员交流水平和反腐力度、提高科教文卫投入比重、优化r&d资本投入结构和使用效率等措施来提高全要素生产率。; This paper reports a study of the effect of the post rotation of provincial government leaders based on the data concerning 1995-2009and argues that this is a governance system subject to the improvement of administrative centralization and fiscal decentralization.It is found that it can promote long-term economic growth but does not narrow down regional economic disparities,and that parallel rotation has a better effect than vertical rotation.of these,the rotation of a provincial party secretary plays a more prominent role than a mayor in economic growth.It is found that the effect of official tenure on regional economic disparities exhibits a U-shaped feature,but that on the spending preferences and long-term economic growth is not significant.It is also fund that the total factor productivity can be promoted in terms of enhancing the level of leader's rotation and anti-corruption efforts,changing the proportion of investment on science,education,culture,and public health,and optimizing the structure and efficiency of R&D capital investment.; 中央高校基本科研业务费专项资金“地区竞争与产业升级研究”(2010221056); 教育部人文社会科学研究一般项目“地区竞争、政府治理与产业升级研究”(09YJA790120)
