英文摘要	当前,各省(区、市)存在的高水平大学高考录取机会差异,表面上是由高考分省定额制所造成,实则是隐藏在高考分省定额制背后的优质高等教育资源分布不均、分摊共建大学办学模式以及基础教育发展存在较大差距等深层原因所致。在经济、教育等区域发展严重不均的历史阶段,若废除高考分省定额制,将进一步加剧各地的高考录取机会差距。仅改变高考分省定额规则,难以从根本上消除历史形成的各地高考录取差异。在“不可废,只能改“的现实面前,应力图通过国家宏观调整逐步使其回归到一个相对公平的位置。具体调整应在遵循国家利益最大化、兼顾考试公平与区域公平以及生源多样化等原则的基础上,采取分层调控的办法,即对“985工程“大学、“211工程“大学及省属与普通高等院校实行不同的配额策略。; At present,the provinces' inequality of high level university matriculation opportunity,apparently iscaused by provincial quota system,but actually is caused by the uneven distribution of higher education resources withhigh quality,the share and co-construction university pattern and the big gap of development of basic education,etc.So,in the historical stage of severe uneven development of economy and education in different regions,if the provincial quotasystem of college entrance examination is abolished,the gap of local college admission opportunity will be furtheraggravated.Only changing the rules of quota allocation,it is difficult to fundamentally eliminate the local collegeadmission differences formed by history.In the reality of "only changing not abolishing",we should make college entranceexamination gradually return to a relatively fair position through the national macro adjustment.Abiding by the rule ofnational interest maximization,giving consideration to examination equity and regional equity,and the diversity of source of students,we should adopt the method of hierarchy regulation,that is,implementing different quota strategies according to the universities with different levels.; 国家社会科学基金教育学重点课题“高校招生制度改革研究”(课题批准号:AFA110008)的研究成果
