中文摘要	本文对由教育部和中国工程院发布的"卓越工程师教育培养计划"通用标准进行全面而系统的诠释。首先介绍"卓越计划"标准体系的构成,随后依次重点诠释"卓越计划"本科工程型人才培养通用标准、工程硕士人才培养通用标准和工程博士人才培养通用标准。在对每一条标准进行解释和说明中,尽可能地将该标准与与之关联的其他标准进行比较,以更好地了解不同层次通用标准之间的异同。; The paper gives comprehensive and systematic annotation of the general standards for"a Plan for Educating and Training Outstanding Engineers(PETOE)"which has been recently released by the Ministry of Education of China and the Chinese Academy of Engineering.Firstly,the paper introduces the constitution of PETOE standards system.Afterwards,it explains respectively PETOE general standards for the cultivation of engineering bachelors,engineering masters and engineering doctors.In order to distinguish the similarities and differences between general standards of different levels,the interpretation of each standard includes the comparison with relative standard.
