| 中文摘要 | 我国现有的规划体系从理念到技术层面都存在着诸多矛盾和冲突。文章探讨和阐述了从"三规合一"到"多规协同"的理念演进过程,分析了多种规划的信息化整合中存在的问题;进而设计了"多规协同"决策支持平台,详细描述了其信息流;并研发了基于统一空间基准和框架的"多规"数据融合和协同工具,包括统一基本规划单元的划分和确定、规划空间数据转换和融合的专业工具研发等;进一步设计和研发了多种规划协同的辅助决策工具,包括多目标规划分析、评估和预测和多种规划协同辅助决策工具,规划展示、三维模拟和仿真工具,多规协同"工作流定制工具等。; There are lots of contradictions and conflicts in China's current planning system concerning conception and technology.The authors probed and expounded,at first,the evolution path from ‘Three Plans into One'to‘Multi-planning Coordination',and analyzed the problems in the information integration among multiple plans.Secondly,a Multi-planning Coordination decision support platform was designed,and its information workflow was described in detail.Thirdly,tools of data integration and coordination among multiple plans based on unitary spatial criteria and frame were developed,including the tool defining the unified spatial planning units,and the ones of spatial data conversion and fusion,etc.Finally,tools of Multi-planning Coordination decision support,such as the tool of multi-aim planning analysis,and the ones of multi-plan evaluation,prediction and decision-aiding,as well as the ones of plan displaying,3Dimitation,simulation,etc.were designed and developed. |
