中文摘要	受越来越迅猛的城镇化浪潮的冲击,与计划经济时代相匹配的、基于城乡二元体制下的我国农村土地征收及管理制度面临着日益迫切的改革诉求。2013年中共十八届三中全会在《中共中央关于全面深化改革若干重大问题的决定》中明确提出要建立"城乡统一的建设用地市场",但具体的改革办法和措施至今尚未出台。对此,围绕农地转用这一特殊现象,辨析现有制度造成农地转用范围过大、征地补偿标准偏低、增值收益分配不公等是是非非的症结所在,并结合各地开展的农地转用试点的经验得失及各种理论探索,提出我国农地入市及其收益分配的未来改革思路和策略。; Along with the rapid urbanization,the administration system of land expropriation based on the dual urban-rural system and planned economy,is in great need of reform and change in China. In 2013,the"Decision on Major Issues Concerning Comprehensively Deepening Reforms"approved by the third plenary session of the 18th CPC Central Committee,clearly put forward the decision to establish a unified urban and rural construction land market. However,the specific reform measures and measures have not yet been issued until now. Therefore,surrounding the special issue of collective land expropriation,this article analyzes the institutions causing the large amount of farmland expropriation,the low land compensation standard,and the inequitable distribution of the value-added benefits. And combined with the experiences of pilot cases across the country and related theoretical researches,it also comes up with the future paths and strategies for the reform of collective land expropriation and benefits distribution system in China.
