中文摘要	中国经济增长奇迹得益于中国发展模式。改革开放以来,以土地开发为纽带,低价工业化和高价城市化"同生共哺"式的双轮驱动发展推动了中国经济社会高速发展。本文在此背景下详细梳理了政府主导的土地开发和土地出让金的历史嬗变过程,从中国发展模式的视角深化了对政府主导土地开发的认识。针对土地出让金支出的影响,本文基于2002年-2011年中国分省面板数据进行了经验分析,结果发现,土地出让金支出在推动地方基础设施建设、吸引外商投资和提高城镇化水平的同时,一定程度上弱化了对公共服务和社会保障的投入和支持力度,造成服务供给滞后和不足。此外,研究也发现,在中央政府持续性地政策监管下,土地出让市场渐趋成熟,而土地出让金支出管理逐渐走向规范,地方政府"扶持之手"的努力仍值得肯定。; China's economic miracles result from China Model. Since 1978,driven by two complementary wheels,both low-cost industrialization and high- expense urbanization,tied tightly by land development,China has achieved high-speed GDP increase. Under the background,this paper explores the historical changes and current process of both land development and land-transferring fees. Besides,this paper deepens the cognition of land development led by local governments. Upon the contention of land-transferring fees expenditure structures,the empirical paper based on China's provincial panel data from2002 to 2011 concludes that the land-transferring fees really help strengthening infrastructure construction,attracting FDI and enhancing urbanization level,but also decrease the inputs and supports to public services and bring insufficiency to a certain extent. Thus,this paper suggests that local governments should sequentially improve the development models to compensate the peasants for what they have sacrificed for the reforms and developments,and render them to acquire more gains from China's industrialization and urbanization. What's more,this paper also admires that along with the central government's continual political regulations,the land-transferring market is up to be mature nearly,while the management of land-transferring fee is on the normal and right track. Thus,the local governments' helping hand is worthy of the deserved respects.
