中文摘要重大突发事件应急设施选址具有时效性、公平性和抗"失效"性等特点,据此提出了多级覆盖的选址策略,即一个需求点由多个应急设施按照不同的优先级提供服务。之后,以总体救援时间最短为目标,应用0-1整数规划法构建了重大突发事件应急设施多级覆盖选址模型。最后,通过算例分析验证了模型的有效性,可以为重大突发事件应急设施选址提供参考依据。; According to the timeliness,equity and anti-failure characteristics of facility location response for large-scale emergencies,the location tactics of multi-level covering,which allocate several emergency facilities to each demand point,is presented. Then,with the purpose of minimizing the rescue time totally,a multi-level covering model for facility location response for large-scale emergencies is established using 0-1 integer programming. At last,the effectiveness of the model is demonstrated by a numerical example. So,the model can give some advice for the facility location response for large-scale emergencies.
