The key point is to properly deal with relationship between government and market. Despite of the government role of macro control, market supervision and public service, it is necessary to built up the role of market in water resources allocation and water affair management, in order to increase efficiency and attract general public to participate in water governance. The relationship between government and market in water governance is not conflict or isolated, but supplementary and facilitated of each other. Thus perfection is needed for clarifying responsibilities and roles of government so as to accelerate pace of transaction of government functions in China.
