中文摘要	本文以中国渠系灌溉的管理绩效为研究对象,基于15省的96村的1021个农户的问卷数据,从供给绩效和占有绩效两个维度,运用基础设施、维护成本、用水满足、用水纠纷和私自挖渠五个指标,评价渠系灌溉的管理绩效,并研究其影响因素。定量评价发现,目前渠系灌溉管理绩效整体处于中等偏上的水平,但不同省份的绩效差异较大,大体呈现低供给低占有、高供给低占有、高供给高占有三种类型。计量分析表明,灌溉管理制度是影响管理绩效的最重要因素,经济社会属性主要影响基础设施状况和设施维护成本,而自然地理条件则主要影响灌溉用水的分配和用水秩序的维护。中国相当多的省份,特别是中西部地区的水利基础设施薄弱,是制约灌溉管理绩效提高的重要原因。这就要求继续加大对农田水利设施建设的投入,同时积极改革和完善灌溉管理制度,探索适合本地的管理体制机制。; This article study on the management performance of canal irrigation systems and its affecting factors in China based on the questionnaire data of 1021 farmers in 96 villages of 15 provinces from provision dimension and appropriation dimension by five indicators,including infrastructure condition,maintenance cost,water satisfaction,water disputes and secretly dig trenches.The descriptive statistics show that the current overall management performance of canal irrigation is above the medium level,but the internal performance of the different provinces are quite different,generally present three types,low provision and low appropriation,high provision and low appropriation,high provision and high appropriation.The quantitative analysis show that,irrigation management institutions are the most important factors that affect the whole performance,the economic and social attributes affect the infrastructure condition and maintenance cost,and physical geography conditions will focus on impacting the allocation of irrigation water and maintain of water order.In many provinces especially the central and western regions in China,the weak water infrastructure is the important constraint for improving irrigation management performance,which requires to increase investment in the construction of farmland water conservancy facilities,while reform and perfect irrigation management institutions to explore institutional mechanisms for local management.
