中文摘要	查明持久性有机污染物(POPs)类废弃农药库存清单并对其进行环境无害化管理是斯德哥尔摩公约对包括我国在内的各缔约方所要求履行的重要义务。借鉴国际成功经验,结合我国POPs类杀虫剂的生产、流通和使用特点,确定调查范围重点涵盖6种POPs(滴滴涕、六氯苯、氯丹、灭蚁灵、七氯、毒杀芬),以问卷调查结合部分现场核查为主要调查形式,以4类单位(农药生产厂家、农资销售单位、卫生防疫单位、白蚁防治单位)为重点调查对象,提出了包括准备、实施、总结三阶段的调查流程,建立了较为完整的我国POPs类废弃杀虫剂库存的清单调查方法学。该方法学已被成功应用于2005—2006年间实施的全国POPs类杀虫剂初步清单调查中,取得了较好的应用效果,证明了其科学性和实用性。; Required by the Stockholm Convention,all parties including China should identify the obsolete pesticide stocks of persistent organic pollutants (POPs),and take environmental sound management measures. To develop the inventory methodology for identifying the obsolete pesticide stocks of POPs,the sound international experience was taken for reference. Also the actual situation of the production,circulation and consumption of POPs pesticides in China was concerned. Six POPs were identified to be included in the scope of inventory investigation,including DDT,hexachlorobenzene,chlordane,mirex,heptachlor and toxaphene. Questionnaire combined with confirmative field survey was determined as the main approach. Four categories of stakeholders were identified as key investigation respondents,including the manufactures of pesticides,sales units of agricultural materials,disease control units,and termite prevention and control units. The procedure was suggested to consist of three stages: preparation,implementation and summarization. Based on these studies,an integrated inventory methodology for identifying the obsolete pesticide stocks of POPs in China was brought out. The developed inventory has been successfully applied in the preliminary national inventory investigation of obsolete pesticide stocks of POPs,which was conducted in 2005-2006. The satisfying results from this survey illustrated the soundness and practicability of the inventory.; 国家重点基础研究发展计划(973)项目(G1999045711)
